The influence of the able-bodied transition of young adults on their household segregation decision under the NBLS program: From the loss avoidance perspective of the Prospect theory

Abstract
The purpose of this study was to reveal how the institutional guidelines can make the household segregation of the young adult recipients based on the Prospect theory. For this, this study reviewed the NBLS guidelines including those on imputed income and analyzed the effects of the able-bodied transition on their decision of household segregation and on the earned income dynamics by multinomial logit and growth-curved model, respectively. The main findings were summarized as follows: graduation(dropout), an institutionally explicit criterion of the transition to adult, was a decisive factor of household segregation as well as a variable that significantly increased earned income prior to their segregation. Belonging in the initial household with a female or disabled head was found to be a variable to significantly slow down the increase in the earned income before their segregation, and have a lower income in their segregation year, compared to the young adults in the initial households with a male or non-disabled head. These results showed that the household segregation can be triggered by the explicit criterion of the system, not by real work capacity, and that their decision of household segregation is made to maintain the eligibility of the remaining households for the NBLS benefits even if the young adults are not ready to be independent.
